Most of what you propose sounds good.  I have
two questions/comments.

There was recently a discussion via netnews of a protocol to 
avoid transmissions of long messages that a system has already
received.  Could you incorporate it?  If you didn't see it
I will send a summary to you.

Is the expiration date associated with the item globally 
(i.e. through out the net) or locally (i.e. on an individual
machine).  It seems to me there is a need for both.
The global date is needed because some items are inherently
dated (e.g. announcements of meetings).  On the other hand
it seems likely that different systems want different policies
towards retaining fa.sf-lovers and the like. (We cancel
them after three weeks. I know some systems cancel them after one.)
